Who We Are
The CE scheme in Clara was established in 1989 for the purpose of amalgamating and expanding several individual social employment schemes in the town. Over the past 34 years, the scheme has seen further improvements in the quality of services provided in the town and surrounding areas.
In line with the requirements of the department the scheme is managed by a limited company which operates strictly on a non-for-profit basis. Our voluntary board of management holds a monthly meeting and supports the CE Supervisor in the day-to-day business of the scheme.
We currently have 26 participant places based in the Clara and Tubber area overseen by one supervisor. Our main office is located at Erry Mill community house, in Clara and is open to the public Monday to Friday 9am to 5pm. We provide help and support to local community groups and our participants are based within these:
Clara Swimming Pool | Clara Tidy Towns |
Clara Soccer Club | Tubber Tidy Village |
Clara GAA | Clara Heritage Society |
Erry Pitch and Putt | St Vincent de Paul |
Tubber GAA | Power 4 Good |
Offaly LGFA @ Bretland Park | Clara Family Resource Centre |
Clara Scouts |
We also employ participants in the Brosna Post which provides printing services for the local community based in our offices at Erry Mill.
The involvement of the local community & voluntary sector ensures that we can provide employment and training opportunities in the following areas:
➢ Environmental
➢ Caretaking
➢ Sports maintenance
➢ Retail
➢ Administration
➢ Accounts/admin
➢ SME operation
There are opportunities to gain experience in a variety of positions and participants are encouraged to be part of the decision-making process. Participants are also consulted on the planned work activities depending on their level of experience and may be given the opportunity to lead certain projects where appropriate.
What Is A Community Employment Scheme?
According to the Department of Social Protection the aim of CE is to enhance the employability and mobility of disadvantaged and unemployed persons by providing work experience and training opportunities for them within their communities.
In addition, it helps long-term unemployed people to re-enter the active workforce by breaking their experience of unemployment through a return-to-work routine. CE projects are typically sponsored by groups wishing to benefit the local community, namely voluntary and community organisations and, to a lesser extent, public bodies involved in not for-profit activities.
Such projects provide a valuable service to local communities while at the same time providing training and educational opportunities to jobseekers. The Departments priority in supporting CE is having access to schemes that can provide job seekers and other vulnerable groups with good quality work experience and training qualifications to support their progression into open labour market employment.

How Do We Achieve Our Aims
As the primary Sponsor appointed by DSP, Clara Community Environmental group works with the 13 local groups listed in the Clara & Tubber areas covering the sporting, voluntary and charitable sectors to create those job opportunities in our local communities which are be easily accessible to those interested in CE locally.
We work tirelessly with our sub sponsor groups to help participants of the scheme gain meaningful & practical work experience, achieve relevant qualifications & quality training, and offer them support & guidance as they work towards achieving their goals and developing their careers.
We effectively help those in the local community who are long term unemployed to upskill and re-join the workforce.
